Dr. Victor Goh Yuan Sheng is a strategic leader, educator, and innovator with nearly 30 years of experience across the corporate, public, military, and entrepreneurial sectors. He brings deep expertise in leadership development, talent strategy, and digital transformation, empowering organizations and individuals to navigate complexity and lead with impact.

Victor currently serves as the Dean of PIL Academy at Pacific International Lines and is an Adjunct Faculty member at Singapore Management University, where he teaches Strategy, Corporate Entrepreneurship, and Innovation. His previous leadership roles include CEO of SCALA, Director of the Social Service Institute at NCSS, and Head of Learning & Development at a leading logistics firm—positions in which he championed workforce transformation and digital upskilling at scale.

In parallel with his corporate career, Victor is an entrepreneur at heart. He has founded multiple startups and was an early pioneer of game-based learning in Singapore’s public education system. His innovations have earned national accolades, including winning the IDA SingaporeONE Challenge in 1998.

Victor also served with distinction in the Singapore Armed Forces, retiring as a Senior Lieutenant Colonel (NS). His leadership roles in operational units earned national recognition, including the Long Service Medal (Military) and National Commendation Medal (Military).

He is a certified coach (ACC) with the International Coaching Federation and an advocate for purposeful, people-centred leadership. He holds a Doctor of Business Administration from the University of Western Australia, an MBA from the University of Strathclyde, and a Bachelor of Engineering (Hons) from the National University of Singapore.
