Dr Rachel Ooi is a regenerative systems architect and board leader dedicated to embedding humanity, sustainability, and stewardship into Business-to-Society (B2S) ecosystems. She champions systemic change through purpose-driven leadership and public-private-academia partnerships that create long-term impact for people, planet, and purpose.
As Vice-President of the Board and Chair of the People, Culture & Organisation Committee at HCSA, Rachel leads regenerative governance and organisational development—bringing her lifelong commitment to social renewal to the forefront of empowering vulnerable communities.
She is the Founder of Antioch Streams, a catalytic platform that forms and equips mission-minded leaders to co-create regenerative, cross-sector ecosystems. Her work seeks to move beyond sustainability to cultivate organisations that are regenerative by design—countering greenwashing and purpose-washing through lived integrity and shared value.
With 30 years of enterprise leadership, Rachel has held executive roles including APAC Chief Growth Officer at Dentsu, CMO at WPP, MD at Accenture, GM at GE Digital, and global growth leadership positions at Deloitte, Ericsson, Syngenta and NXP. Her global experience spans turnaround, cross-border ventures, and board-level advisory across industries and continents.
Rachel holds three doctorates: in Science on systemic change with AI; Applied Psychology with Neuroplasticity & OD; and Business Administration on sustainability-regenerative economy of the new era. She serves as Adjunct Associate Professor at NTU, and is a CEO & Executive Master Coach with SMU’s CEO Programme. A Certified Chair of Advisory Board Centre and ICF Master Certified Coach (MCC), she is a sought-after advisor to boards and global impact councils.
