Dr. Rachel Ooi serves as Board Vice-President of HCSA Community Services, Chair of the People, Culture & Organisation Committee, and Deputy Chair of the Programmes Committee. Regenerative Stewardship is at the heart of her work, bringing close to 30 years of corporate P&L, strategy and systemic transformation including mastery coaching expertise to HCSA’s leadership and governance renewal — strengthening succession, guiding CEO transition, renewing board capability, and regenerating culture for sustainable impact.

Rachel is Founder of Antioch Streams, a platform equipping mission-minded steward to build regenerative, cross-sector ecosystems. She champions systemic change ventures through purpose-driven leadership and public-private-academia partnerships that create long-term impact for people, planet and purpose, for collective prosperity. Her corporate career spans senior roles including APAC Chief Growth Officer at Dentsu, CMO at WPP, MD at Accenture, GM at GE Digital, and global leadership positions at Deloitte, Ericsson, Syngenta and NXP, guiding 300+ CEOs and senior executives through high-stakes transitions. She advances this work through research and mentor-coaching of postgraduate cohorts at NTU Nanyang Business School’s MBA Capstone programme and SMU ExD’s CEO and Senior Executive programmes. She holds doctorates in systemic change with AI, Applied Psychology, Business Administration, and Theology (Eschatology), and is a Advisory Board Certified Chair, ICF Master Certified Coach, Gallup Strengths Trainer, and Systemic Team Certified Coach (STCC). Her Christian faith, deepened over 15 years through Bible Study Fellowship, is foundational to how she leads and stewards.
