Andrew Tay is the Chief Executive Officer of HCSA Community Services. He holds a Bachelor of Science in Aviation Management (Highest Honours) from the Florida Institute of Technology and brings more than three decades of leadership experience across business, entrepreneurship and the social sector.

Andrew spent over 20 years in the private sector as an entrepreneur before making a mid-career transition into the non-profit space in 2016. He was appointed Executive Director of Prison Fellowship Singapore, where he led strategic transformation and strengthened partnerships across the wider community. In 2020, he became Chief Executive Officer of Anglican Preschool Services (APS), overseeing the consolidation of Anglican preschools under one organisation and helping to strengthen APS’s identity as a leading Christian preschool operator in Singapore.

In November 2025, Andrew joined HCSA Community Services as CEO-Designate, and was formally appointed Chief Executive Officer in January 2026. He now leads HCSA in its work of giving a future and a hope to some of the most vulnerable in the community, including ex-offenders, teenage girls in trauma recovery, and lower-income single-parent families. He is passionate about building healthy organisations, developing leaders and teams, and shaping systems and cultures that enable lasting impact.

Beyond his executive roles, Andrew has remained actively involved in church and community leadership. He has served at both local church and denominational levels, and currently serves on the Management Committee of Seventy Times Seven, the IPC arm of Prison Fellowship Singapore.

Andrew sees leadership as an expression of stewardship and service. Having led in business, education and social services, he brings a distinctive perspective on organisational renewal, mission-driven leadership and the task of building institutions that are both values-grounded and effective in serving people and communities well.
